Both are based off the center, from which everything then sprawls out. Both have efficient transportation systems that make getting around the sprawl quite easy. This can give Saint Petersburg a slant towards a “Northern” local population while Moscow has a “Central” pull. The girls are easy going and friendly, and since their passion is towards arts and culture, they have a more liberal and relaxed attitude. Regarding scammers: in Saint Petersburg, bless their hearts, they have scamming down to a perfectly technical science.
